Carl Williams was born in Douglas, Wyo. in 1928. He graduated from the University of Wyoming School of Law (1956), served as Attorney for the Wyoming House of Representatives (1957) and as an area GOP Coordinator and precinct committeeman. After moving to Colo., Williams worked for the Denver Post, Rocky Mountain News and Cervis Journal. He was elected to the Colorado State Senate (1970-1972). From the description of Carl M.
