In 1946 Laughlin E. Waters was elected to the California State Assembly, representing the Fifty-eighth Assembly District. He succeeded his older brother, Frank, Jr., who had in turn succeeded Frank J. Waters, Sr. in representing the district. A Republican, Waters carried important legislation relating to highway construction, education, and reapportionment.
