Printed documents completed in manuscript attesting that Hill Risley was an American citizen and that his vessels Anne (Schooner) and George (Brig) were owned by Americans. The first document is signed by Thomas Jefferson and James Madison, the second by James Madison and James Monroe, president and secretary of state respectively.
