Congress passed a resolution creating a national weather service on February 9, 1870, and it was signed into law by President Ulysses S. Grant. This new law directed the Secretary of War to take meterological observations and provide warnings of approaching storms. The Brevet Brigadier General Albert J. Arizona cattle rancher. William Croft Barnes was born in San Francisco in 1858. Growing up in Nevada and Indianapolis, he later returned to San Francisco. He joined the Signal Corps in 1879, and was assigned to Fort Apache as telegrapher and operator of the meteorological station. In September of 1881 Barnes assisted in the defense of the fort from an Indian attack, and was awarded the Congressional Medal of Honor. In 1883, he began cattle ranching near St. Johns, Arizon...
