Biographical note: Kathleen Mulligan was a graduate of the University of Kentucky and a municipal judge in Lexington (1928-1929), the first woman in Kentucky to serve in that position. She was the daughter of James H. Mulligan and Genevieve Morgan Williams Mulligan. Her father, a poet, was also a judge and served as Consul-General to Samoa under President Grover Cleveland, where he befriended author Robert Louis Stevenson.
