Lester H. Mitchell was an irrigation advisor to the Secretary of the Interior and spent 41 years with the Bureau of Reclamation in the Interior Department. He was project manager of the Yellowstone, Riverton, and Shoshone projects and was responsible for much of the early homestead settlement in those areas.
