Reports and other papers filed with the Wisconsin Emergency Relief Administration by E.L. Kirkpatrick concerning his studies of rural relief and rehabilitation problems in Chippewa, Iowa, Oconto, Oneida, Walworth, Forest, Sauk, Sawyer, Calumet, Portage, Crawford, La Crosse, and Washburn counties. Photographs are of the first rural subsistence homestead project in Oneida County near Rhinelander. Included are images of the landscape surrounding the site, constructing a cabin, and the completion of the homestead.

In April 1934 the Wisconsin Emergency Relief Administration was established as a department of the Industrial Commission of Wisconsin (see WIHV85-A2180). It absorbed the Unemployment Relief Department, the Wisconsin Transient Service, the drought relief program, and the work program initiated by the Federal Emergency Relief Administration upon the termination of the Civil Works Administration.
