FCC Chairman Newton N. Minow makes a statement to the citizens of Hartford, Connecticut, regarding the test of Pay-TV in their community. He explains the FCC's role as arbiter, not sponsor, of the test and the FCC's position that the law will permit Pay-TV if the public demonstrates a need and desire for it.
