Banks in the preparation of a paper delivered at the Massachusetts Historical Society on December 11, 1930, entitled "How Massachusetts Stretched Herself Into Maine." Banks, who died before the paper could be made ready for publication, was a physician, historian, and administrator of the Public Health Service.
