JCF refers to the railroad being started at San Diego "which ... will give value to the lands about that place. The general condition is better--improving slowly & the outlook for the future is good." Shortly after this letter, the railroad collapsed financially.

Nathaniel Prentice (or Prentiss) Banks (January 30, 1816 – September 1, 1894) was an American politician from Massachusetts and a Union general during the Civil War.
