Letter dated 1 August 1790 to William Penn, who was then Governor of Pennsylvania. Carpenter describes his political affairs with the Assembly, his answer to the long letter of George Whitehead, William Meade and Thomas Sawer to the Assembly, his sickness and other personal matters.
