The State Civil Service Commission was created by an act of the State Legislature of 1905 (chapter 363). It was succeeded by the Bureau of Personnel (WIHV88-A116) as a result of 1929 legislative action (chapter 465). The commission administered the state's classified civil service system, including such responsibilities as examining and certifying candidates for state employment and classifying positions. The Bureau of Personnel was created in 1929 (Chapter 465) to assume the duties of the State Civil Service Commission (see WIHV87-A1624). Independent until 1959, in that year Chapter 228 placed the Bureau within the newly-created Department of Administration (see WIHV85-A694). Chapter 196, Laws of 1977, replaced the Bureau with the Division of Personnel (WIHV85-A775) within the new Department of Employment Relations (see WIHV85-A905).
