Approximately three-forths of this collection are the papers English accumulated in his capacity as a member of Church Hill Model Neighborhood committees, and as a resident of the area. This program was aimed at stemming the deterioration of cities, and Richmond City canal established the Department's Model Neighborhoods on 24, February 1969. The remainder of the collection was accumulated during Dr. English's tenure on the financial Subcommittee of the Policy Advisory Committee of the Commonwealth of Virginia Water Control Board.
