The records consist of despatches from diplomatic and consular officials in the Baltic States, the Scandinavian countries, Poland, Germany, and China relating to the internal affairs of Russia and the Soviet Union. Also included in the records are notes between the Department of State and foreign diplomatic representatives in the United States, memoranda prepared by officials of the Department of State, and correspondence with officials of other government departments and with private firms and individuals.
