Investigations in this classification result from passage of PL 88-316 in 1964 that prohibits bribing sports officials and participants. Cases are usually connected with gambling on sports events. Hoover believed that gambling and fixing of sports events was controlled by organized crime. He gave these investigations "top priority."

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
