Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 151. Civil Service Commission.

The FBI established this classification August 25, 1958, for investigations of applicant cases received from the Civil Service Commission. The enabling legislation for certain agencies provides that the Commission will refer to the FBI all matters wherein an allegation has been received regarding an employee's loyalty to the U.S. Government. In practice, this has meant that the FBI investigates cases in which the initial Commission review of an individual's background has found reason for further and more intensive security checks. The referrals involved applicants from the Peace Corps, Action, Department of Energy, National Aeronautics and Space Administration, Nuclear Regulatory Commission, Arms Control and Disarmament Agency, International Communications Agency, Agency for International Development, National Science Foundation, World Health Organization, and International Labor Organization. FBI Headquarters is Office of Origin for these cases.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
