Biographical note: Forest Service employee; Roberts arrived in Arizona in 1912 and worked as a member of a Forest Service Range Reconnaissance crew, later became Inspector of Grazing for the Southwestern Region of the Forest Service. Still later, from 1922 to 1931, he served in Holbrook, Arizona as Supervisor of the Sitgreaves National Forest. The Alaska Public Works Program was authorized during the 81st Congress through the Alaska Public Works Act, Public Law 264.
