Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 91. Bank Robbery.

The full title of this classification is Bank Burglary; Bank Larceny; Bank Robbery. This classification was established in 1936, subsequent to the passage in 1934 of legislation which made the robbery of specified financial institutions Federal crimes. Such institutions currently include member bands of the Federal Reserve System, all banks organized under Federal Statute, and all financial institutions whose deposits are Federally insured. The FBI, however, does not have exclusive jurisdiction over bank robberies, and therefore, state and local law enforcement agencies also investigate them. The Bureau has consistently supported stronger statues and Federal prosecution of bank robbers.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
