The Bureau of Reclamation (Reclamation Service) was a bureau of the Department of the Interior which oversaw water development projects in the western United States. Ellis L. Armstrong (1914- ), an engineer, has worked on water resource development in the western United States. He worked for the U.S. Bureau of Reclamation from 1936-1954 and was a project engineer on the St. Lawrence Seaway project from 1954-1957. From 1958-1961 he was the U.S. Commissioner of Public Roads and returned to the U.S. Bureau of Reclamation as Commissioner in 1968.
