Correspondence concerning the management of the New York, N.Y. Almshouse and other public welfare programs in the city. Also included are committee reports, bids for the moving of prisoners and Almshouse residents and three of Fish's personal memoranda books. Several of the items relate to Fish's social welfare activities while he was Governor of New York State.

Articles I and IV of the State Constitution authorize the governor to grant executive clemency to convicted criminials (Executive Law, Sections 15-19).
