Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classificaiton 163. Foreign Police Cooperation.

The FBI established this classification April 3, 1961, to document its role in handling request from foreign police for information or investigative assistance. In general, the FBI complies with such requests unless it believes it inadvisable to do so. However, in domestic security matters the FBI provides only information and does not furnish investigative assistance unless the individual or group meets the criteria established by the Attorney General for initiating domestic security investigations. This classification covers such matters as: requests for information on foreign nationals who have previously resided in the U.S. and whose backgrounds are being checked for security clearance purposes; requests for information on U.S. citizens who are suspected of or charged with criminal violations in foreign countries; requests for information regarding American contacts of foreign radicals. In addition, this classification covers cases in which other Federal agencies request information from foreign governments on U.S. citizens who have lived abroad. most of these request come from military agencies conducting personeel security checks. The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
