Correspondence, speeches, position papers, published reports and articles, photographs. The papers relate to Hodges' efforts to reform and streamline Petersburg, Virginia and Virginia State government, beginning with his service as a member of Virginia Commission on Economy and Efficency and as director of the state budget (1917-1924). There is detailed information on the founding of the Virginia State Chamber of Commerce and on Hodges' activities as director (1924-1937). The papers also relate to the final phase of Hodges' career as Comptroller of Virginia and his reform efforts. Additional series relate to his interests in army ordnance and service with the Virginia National Guard. Correspondents include W. Jett Lauck, William H. Mann, Leander McCormick-Goodhart, Douglas S.
