Born near Strasburg, Pennsylvania in 1866, Charles H. Miller graduated from Lehigh University with a degree in Civil Engineering in 1885. Following his graduation, he worked for the United States Engineering Corps on the Mississippi River Improvement Commission for 13 years. After his work with the U. S.
