Born in Montreal, Quebec, Canada, Fredric Nova MacMillan (1922-1998) grew up in Erie and Meadville, Pennsylvania, in the United States. In 1943, he graduated with a B.A. in economics from Allegheny College in Meadville. Upon graduation, MacMillan joined the U.S. Navy on the destroyer escort ship USS Pavlic, serving as a lieutenant during World War II from 1943 to 1946 in the Pacific Theater. and during the Korean War from 1950 to 1952.
