Verne Lester Harper was born August 13, 1902 in Monroe, South Dakota. He moved to Florida in 1927 to take employment as a forestry research scientist with the U.S. Forest Service at Starke and Lake City (1927-1935).He served as Deputy Chief for Research with the U.S. Forest Service from 1951-1966. The evolution of the USDA Forest Service is rooted in the General Provision Act of l89l in which Congress authorized the President to designate particular areas of the forested public domain to be set aside as "reserves" for future use.
