SOME 84 PERCENT OF THE STATE'S RESIDENTS LIVE WITHIN 30 MILES OF THE COAST, AND THIS CONCENTRATION HAS RESULTED IN INCREASED LAND USE PRESSURES. RESTRICTIONS ON COASTAL DEVELOPMENT WITHIN 1,000 YARDS OF THE SHORELINE WERE TIGHTENED WITH THE PASSAGE OF THE COASTAL ZONE CONSERVATION ACT IN NOVEMBER, 1972

Charles O'Rear (born 26 November 1941, Miss) is an American photographer. His image Bliss was used as the default desktop wallpaper of Microsoft's Windows XP operating system. O'Rear started his career with the daily newspapers Emporia Gazette, The Kansas City Star, and Los Angeles Times; worked for National Geographic magazine; and was part of the Environmental Protection Agency's DOCUMERICA project.
