This series primarily consists of administration reports, correspondence, memorandums, and surveys related to the reorganization of the Department of the Navy. The series includes reports and correspondence relating to the consolidation of the Bureau of Construction and Repair and the Bureau of Engineering as the Bureau of Ships in 1940. Included in this series are memorandums and articles on Admiral Hyman George Rickover, as well as memorandums and reports on the history of the destroyer escort and landing craft design and construction programs, and photographs of the 20th birthday luncheon of the Bureau of Ships.

Hyman George Rickover (January 27, 1900 – July 8, 1986) was an Admiral in the U.S. Navy. He directed the original development of naval nuclear propulsion and controlled its operations for three decades as director of the U.S. Naval Reactors office. In addition, he oversaw the development of the Shippingport Atomic Power Station, the world's first commercial pressurized water reactor used for generating electricity.
