David Foster Cluff was born on 24 May 1873 in Logan, Utah. He was baptized into the LDS church on 1 July 1883. He was set apart to be a missionary for the LDS Church in the Samoa Mission on 12 October 1894 and served there until 1898. He married Cora Alexander on 16 April 1900. He died 8 August 1938.
