Reuben Kelf-Cohen (1905-1978) was educated at Manchester Grammar School and Wadham College, Oxford. He served in the Royal Field Artillery during World War One (1914-1918). In 1920 he entered the Board of Education. from 1924 to 1939 he was Tutorial Class Tutor, London University. He was a member of the Board of Trade 1925-1941, the Petroleum Department 1941-1942, and Principal Assistant Secretary (Gas and Electricity) at the Ministry of Fuel and Power, 1942-1945.
