The House of Commons vote of 24 March 1755, which followed the report of the committee of elections, disqualified Robert Clive and John Stephenson from the borough of Mitchell, Cornwall, and found in favour of the treasury candidates, Richard Hussey and Simon Luttrell. The vote reversed the decision of the committee of elections, which on 12 March 1755 had voted by 158 votes to 141 in favour of the sitting members. The South Sea Company was founded in 1711 to trade with Spanish America, on the assumption that the War of the Spanish Succession would end with a treaty permitting such trade. The Treaty of Utrecht, 1713, was less favourable than had been hoped, but confidence in the Company remained artificially high.
