The Roy Ash Files series is comprised of five subseries. The President's Advisory Council on Executive Organization (PACEO) subseries, the Roy Ash Chrono subseries, the Memos to the President subseries, the Presidential Meetings subseries, and the Hearings, Statements, and Speeches subseries. The President's Advisory Council on Executive Organization (PACEO) subseries contains a variety of material, such as meeting minutes, agendas, and briefing books, pertaining to Ash's work on executive organization. There also are studies and other such materials pertaining to organization, staffing, and the Presidency that were analyzed and used for reference. This is the only subseries that pertains to Ash's role as Chairman of the PACEO. The Roy Ash Chrono subseries contains correspondence related to Ash's tenure as Director of the Office of Management and Budget (OMB). This correspondence covers a variety of topics, including, but not limited to, economic and regulatory policies, legislation, credit policies, energy resources and shortages, and U.S. defense commitments and foreign economic assistance. Correspondents include Vice President Spiro Agnew, Arthur Burns, Sam Ervin, James Eastland, Gerald Ford, Jacob Javits, Hubert Humphrey, Melvin Laird, Russel Long, Caspar Weinberger, and William Rogers. The Memos to the President subseries consists of memoranda, letters, and schedule proposals from Roy Ash to President Richard Nixon. There also are meeting agendas and minutes from meetings with the Council of Economic Advisors and the President. Topics discussed include restricting the growth of federal government, energy research and development, the environment, and pending legislation. The Presidential Meetings subseries contains copies of handwritten notes, talking papers, and memos regarding meetings with the President. There also are notes on meetings with the Economic Advisors and the Cabinet on energy, the budget, and efforts to stimulate the economy. The Hearings, Statements, and Speeches subseries contains press releases of statements, remarks, and speeches made by Ash before Congressional committees, civic clubs, and other organizations. There also are copies of handwritten notes and typed notes used by Ash to prepare for his speeches and statements explaining OMB policies, the budget, and even Watergate.

James Oliver Eastland (b. November 28, 1904, Doddsville, Mississippi-d. February 19, 1986, Doddsville, Mississippi) was a U.S. Senator from Mississippi. Eastland began his career as a lawyer practicing in Mississippi. He then went on to serve as a member of the Mississippi House of Representatives from 1928-1931. In 1941, Eastland served a temporary appointment to the U.S. Senate to fill a vacant seat made by the death of Pat Harrison. Eastland was then officially elected as a Democrat to the U....
