This series consists of papers collected by Stephen Horn, who served as a legislative assistant to Senator Thomas Kuchel in the 1960s and was later elected to Congress from California. The papers include a periodic log kept by Mr. Horn during the time surrounding the passage of the Civil Rights Act of 1964 that documents many of the strategy meetings related to the legislation. The papers also contain reports, speeches, newsletters, notes, and articles related to civil rights legislation.

The Civil Rights Act of 1964 (Pub. . 88–352) outlaws discrimination based on race, color, religion, sex, or national origin. The bill was called for by President John F. Kennedy in his Report to the American People on Civil Rights in June 1963 but opposed by filibuster in the Senate.
