Texas Courts of Civil Appeals were first established in 1891 by constitutional amendment (Article V, Section 6) to reduce the backlog of cases on the Texas Supreme Court docket. Courts of Civil Appeals are intermediate appellate courts between the trial courts and the Supreme Court. In 1893, the 23rd Texas Legislature divided the state into five supreme judicial districts (Committee Substitute for S.S.B. Nos. 29, 36, 82, 126, 128) with Fort Worth in Tarrant County being the seat for the Second Supreme Judicial District. Counties in this district include Archer, Clay, Cooke, Denton, Hood, Jack, Montague, Parker, Tarrant, Wichita, Wise, and Young.
