Arthur Capper was a senator from Kansas. Born in Garnett, Anderson County, Kansas on July 14, 1865, he attended the common schools, learned the art of printing and subsequently became a newspaper reporter. He was the owner and publisher of the Topeka Daily Capital, Capper's Weekly, Capper's Farmer, the Household Magazine, and other publications. He was also the governor of Kansas from 1915-1919, elected as a Republican to the United States Senate in 1918, re-elected in 1924, 1930, 1936, and again in 1942.
