Larson was born in Fairfield, Iowa where he attended grade school, high school and Parsons College. After attending the University of Chicago he returned to Iowa to study law at the College of Law of the State University of Iowa in Iowa City. He was politically involved (Republican) throughout his career. Positions he held included Iowa City city attorney, Johnson County Republican Central Committee chairman, Assistant Attorney General of Iowa (1943-1947), Attorney General of Iowa (1947-1953) and Iowa Supreme Court judge (1953-1971).
