The duties and functions of the Utah Council of Defense were outlined by the United States Council of Defense after it was organized by an act of congress on 19 August 1916. The Council of National Defense was promulgated by congress to prepare the nation for problems created by World War I. The Utah Council of Defense received its appointment in a letter to Simon Bamberger, governor of Utah, on 21 April 1917. The state council was made up of standing committees for finance, publicity, legal matters, coordination of societies, sanitation and medicine, food supply, military affairs, transportation, and various others.
