Foster was born in Philadelphia, Penn. in 1903. He was graduated from Dartmouth College in 1925, receiving an A.B. degree from Cambridge University in 1929 and an A.M. degree from the same university in 1932. When the University of Pennsylvania granted him a Penfield scholarship, he travelled in Europe to complete the research for his thesis, The free city of Danzig. While he was in Germany, he was appointed deputy district inspector for the Saar Plebiscite Commission. In 1935 he was appointed to the Foreign Service and assigned to a post in Montreal. He attended Foreign Service officer's training school in Washington, D.C. in 1937, then accepted assignments in Greece, Italy, Egypt, and with the State Department in Washington, D.C. In 1944 he was re-assigned to the State Department as an executive assistant to the Assistant Secretary of State. In 1948 he became Counselor of the embassy in Canberra, Australia. After his retirement from the Foreign Service in 1957, he served as Chairman, Trustees Planning Committee, Subcommittee on Student Health, Dartmouth College; in 1960 he became executive secretary of the Trustees' Planning Committee. He died in Norwich, Vt. in 1963.
