The position of Special Assistant to the Secretary for Fine Arts was created in 1964. Thomas M. Beggs, who had served as Director of the National Collection of Fine Arts, 1948-1964, held the position until his retirement in 1966. At that time, the position was abolished. Beggs was charged with surveying American and foreign art museums concerning the development of contemporary art in those countries.
