Her father's grain business failed during the Depression and the family moved to the United States in 1932. After graduating from the University of California, Berkeley, in 1940, she worked as assistant director of the Works Project Administration's recreation program in Oakland, and as regional supervisor for the Farm Security Administration in California, helping relocate farmers from dustbowl states. Pool served as supervisor of group work programs for the Young Women's Christian Association in New York City before moving to the University of Chicago, where she received her Ph.D. in 1955.

Also in 1955 she married Ithiel de Sola Pool, a political scientist at the Massachusetts Institute of Technology; their son was born in 1957, and there were two sons from his previous marriage. Over the course of her career, Jean Pool was a researcher for a number of studies at the University of Chicago and in Boston, including some on competency and creativity. She directed research programs at the Radcliffe Institute, 1964-1970; served on the boards of the Overseas Education Fund of the League of Women Voters and the Fellowship in Israel for Arab-Jewish Youth, and traveled and studied throughout Asia, Europe, and Africa.
