Continental Congressman, merchant, and planter; son of French Huguenot parents; educated in Hanover, Germany; immigrated to Charleston, S.C., 1764; delegate, Provincial Congress, 1775-1776; appointed deputy postmaster general for South Carolina, 1778; S.C. state senator and president, 1781-1782; member, Continental Congress, 1782-1783; commissioner for public accounts for S.C., 1794-1795.
