In 1936, when the Library Extension Division was established under the Department of Library and Archives (1st Ex. S. Chapter 1), the Director of the Division also functioned as the Assistant Librarian to the State Librarian. In 1954 (Chapter 41), the Department was abolished and the Library Extension Division continued as an independent agency headed by the director. In 1962 (Chapter 106), the Director of Library Extension Division (the former Assistant State Librarian) was given the title of State Librarian when the Division changed to the Department of Libraries. At this point, the Assistant Director of the former Library Extension Division used the (working) title of Assistant State Librarian.

In 1932, the Library Commission was forced to cut its budget by almost half. Under the Works Progress Administration, ninety-six women and eleven men delivered books to outlying areas in eastern and south-central Kentucky using modes of transportation ranging from automobiles to horses, boats, and walking. The seventeen <pack-horse libraries,> as they came to be known, reached approximately fifty thousand families during the WPA years.

An Act of the Legislature in 1834 (Chapter 247) provided for the appointment of a librarian to take over the Library of the Commonwealth duties, formerly assigned to the Secretary of State (1820 Act, Chapter XVII). Finally, in 1893 (Resolution #29), provisions were made for the election of a State Librarian and the term of appointment (Chapter 262). In 1934 (Chapter 99), the Librarian assumed the duties of the Secretary of the Library Commission (formed by 1910 Act, Chapter 27), but none of the duties of the Law Library.
In 1936 (1st ex. S. Chapter 1, Article XVIII), the State Librarian became the overseer of the newly established Department of Library and Archives. After the Department was abolished in 1954 (Chapter 41), the title of State Librarian became obsolete until 1962 (Chapter 106) when it was again resurrected and given to the Director of Library Extension Division as head of the Department of Libraries.
This title and its functions remained relatively the same throughout the various name changes of the Department for Libraries and Archives. In 1981 by Executive Order 81-992, the head of the Department became a Commissioner who also holds the title of State Librarian. This became statutory in 1982 (KRS 171.130).
