Ken Kramer was born in Chicago, Ill. in 1942 and graduated from Miles County High School in Skokie, Ill. He received a B.A. degree from the University of Ill. at Champaign (1959) before attending Harvard Law School (J.D.; 1963). He moved to Denver, Colo. in 1969 and became Deputy District Attorney for the Fourth Judicial District (1970-1972); served as member of the Colorado General Assembly (1973-1978); U.S. Congress (1979-1987); Assistant Secretary of the Army for Financial Management (1988-1989); Associate Judge for the U.S. Court of Veteran Appeals (1989-2000); and Chief Judge for the U.S. Court of Appeals for Veteran Claims (2000-2004).
