Black (Family : Winston, Ellen Black, 1903-1984)
Prominent Black Family member, Ellen Black Winston, was born in Bryson City, North Carolina, on August 15, 1903. From 1944-1963 she was the North Carolina Commissioner of Public Welfare; in 1963 she was appointed the U.S. Commissioner of Welfare in the Department of Health Education and Welfare.
