Torres Small, Xochitl, 1984-
Variant namesXochitl Liana Torres Small (born November 15, 1984) is an American attorney and politician. A member of the Democratic Party, she served as the U.S. Representative for New Mexico's 2nd congressional district from 2019 to 2021.
Born Xochitl Liana Torres in Portland, Oregon and raised in Las Cruces, New Mexico, she graduated from Mayfield High School in absentia while earning an International Baccalaureate (IB) Diploma from Waterford Kamhlaba United World College in Mbabane, Eswatini. Torres Small went on to earn a Bachelor of Science in Foreign Service degree from Georgetown University and her Juris Doctor degree from the University of New Mexico School of Law. Torres Small worked as a field representative for U.S. Senator Tom Udall from 2009 to 2012. She was a federal law clerk in the New Mexico District from 2015 to 2016 and worked as a water attorney with the Kemp Smith law firm. She is married to Nathan Small.
In the 2018 elections, Torres Small ran as a Democrat for the open United States House of Representatives seat in New Mexico's 2nd congressional district. After winning the Democratic nomination, she narrowly defeated Republican Republican Yvette Herrell. Torres Small ran as a moderate Democrat, bucking the party's views on oil and gas. She belonged to the Blue Dog Coalition and New Democrat Coalition during her time in Congress. In a 2020 rematch with Herrell, Torres Small lost by a 7 point margin.
On June 18, 2021, it was announced that President Joe Biden would nominate Torres Small as Under Secretary for Rural Development at the United States Department of Agriculture.
