Seastrand, Andrea, 1941-
Variant namesAndrea Heidi Seastrand (née Ciszek; born August 5, 1941) is a former Republican member of the United States House of Representatives.
Born in Chicago, she graduated from DePaul University with a bachelor’s degree in education in 1963. After college she moved to Salinas, California, and became an elementary school teacher. In 1965, she married Eric Seastrand, a stockbroker, leaving her career to be a homemaker. After Eric Seastrand's election to the California assembly,Andrea Seastrand joined the California Federation of Republican Women and eventually served as its president. After her husband's death, she was elected to succeed him. She remained a member of the State Assembly for the next four years, serving on the education committee and as assistant minority leader.
Running in strong support of the Republican's "Contract with America", Seastrand was narrowly elected to the U.S. House in 1994 over theology professor Walter Capps. She ran on a platform that opposed abortion, gun control, the provision of government aid and services to undocumented immigrants, and extending certain rights and benefits, enjoyed by married couples, to gay men and women and domestic partners. During her time in Congress, Seastrand voted with the Republican majority on legislation to balance the budget, cut taxes, and dismantle the welfare system. In a 1996 rematch against Capps, thanks in part to the coattails of President Bill Clinton, Seastrand lost. When Capps died unexpectedly mere months into his first term, Seastrand ruled out running as the GOP candidate in the special election.
After Congress, Seastrand returned to California. In 1997 she became the founder and executive director of the California Space and Technology Alliance (CSTA). In April 2001, the CSTA became the California Space Authority, a group again headed by Seastrand that promoted the state’s participation in commercial, civil, and national security space ventures. Seastrand resides in Grover Beach, California.
