The Office of Rent Stabilization took over the functions of the Office of the Housing Expediter on July 31, 1951 in accordance with Executive Order 10276 of July 31, 1951 as amended by Executive Order 10293 of September 29, 1951, the Defense Production Act Amendments of 1951 (65 Stat. 131), and the Economic Stabilization Agency's General Order Number 9. The Office of Rent Stabilization (ORS) administered rent controls under the Defense Production Act Amendments of 1951.
