Ann Richards was born Dorothy Ann Willis in Lakeview, Texas. She graduated from Baylor University and eventually settled with husband David Richards in Austin, where she worked on many political campaigns and in 1976 was elected the first female Travis County (metropolitan Austin) Commissioner.

In 1982 Richards became the first female Texas State Treasurer. She received nationwide recognition for her 1988 keynote address at the Democratic National Convention. In 1990 Richards won the Texas governorship, ushering in the "New Texas" era; her administration focused on prison reform, public school reform, substance abuse initiatives, the expansion of the number of women and minorities hired by the state, and streamlining the state's finances. In 1994 Richards lost her reelection campaign to George W. Bush, and entered the private sector as a political advisor and lobbyist.
