Born in Huntington, New York, Brown graduated from Huntington High School in 1979. After high school, Brown started at the United States Military Academy at West Point, where he had an appointment. Brown entered Harvard Law School, earning his JD in 1992.
After graduating from law school, Brown completed a two-year clerkship for Chief Judge Eugene Sullivan of the United States Court of Appeals for the Armed Forces. In 1994, he joined the Washington, D.C. office of the international law firm of Wilmer Cutler Pickering. Brown also continued his military service as a Judge Advocate General (JAG) in the United States Army Reserve. His political career began in 1998, when he was elected to serve in the Maryland House of Delegates. He was appointed Majority Whip of that body in 2004.
In 2006 and 2010, Brown was elected Lieutenant Governor of Maryland alongside Martin O'Malley. In 2013, with O'Malley term limited, Brown announced his candidacy to run for Governor in 2014. Though he won the Democratic primary, Brown lost the general election race to Republican Larry Hogan. When Donna Edwards announced her intention to vacate Maryland's 4th Congressional district seat to run for retiring Senator Barbara Mikulski's seat, Brown entered the primary race to succeed her. Winning the crowded primary, Brown was elected to the seat that November. He has been reelected twice.
