Billy was born to enslaved parents Ben and Peg at Dogue Run, Virginia. He was enslaved by Martha Washington and listed as an ensalved going to George Washington Parke Custis in Arlington, Virginia. It is possible he was the same Bill who ran away from George Washington Parke Custis in 1826.
