On January 15, 1955, the Postal, Customs and Immigration Division was divided into a Postal Division and a Customs Division. The Customs Division was responsible for all customs, immigration, and shipping commissioner functions, and the Postal Division for all postal matters. All other duties previously assigned to the Postal, Customs and Immigration Division were transferred to the office of the Civil Affairs Director.
